Change in the timeframe for paying a PBR application examination fee

Issue summary

Currently the timeframe for paying the examination fee for a PBR application does not align with when the examination actually takes place. For many applications, applicants must pay examination fees well ahead of when examinations are undertaken. Because of this, there are instances where applicants are entitled to refunds if their application is withdrawn before examination.

Under this proposal, a better alignment of the fee due date to when examination is undertaken will be explored.
